(A)The director of children and youth is the chief executive of and appointing authority for the department of children and youth. In this role, the director shall administer the department and implement the delivery in this state of children's services, including by doing all of the following:
(1)Adopting as necessary rules in accordance with Chapter 119. of the Revised Code and section111.15of the Revised Code;
(2)Approving and entering into contracts, agreements, and other business arrangements on behalf of the department;
(3)Making as necessary appointments to the department and approving actions related to departmental employees and officers, including their hiring, promotion, termination, discipline, or investigation;
