In addition to the remedies available under sections5101.24and5180.423of the Revised Code, the department of children and youth may certify a claim to the attorney general under section131.02of the Revised Code for the attorney general to take action under that section against a public children services agency, private child placing agency, private noncustodial agency, or government entity that provides Title IV-E reimbursable placement services to children if all of the following are the case:
