(A)Notwithstanding any provision of the Revised Code that requires confidentiality of information that is contained in the uniform statewide automated child welfare information system established in section5180.40of the Revised Code, the department of children and youth shall adopt rules in accordance with Chapter 119. of the Revised Code regarding a private child placing agency's or private noncustodial agency's access, data entry, and use of information in the uniform statewide automated child welfare information system.

(B)(1) The department of children and youth may adopt rules in accordance with section111.15of the Revised Code, as if they were internal management rules, as necessary to carry out the purposes of sections5180.40to5180.403of the Revised Code.

(C) Public children services agencies shall implement and use the information system established pursuant to section5180.40of the Revised Code in accordance with rules adopted by the department.
