(A)As used in this section: "Exchange area" means a geographical service area established by an incumbent local exchange carrier and approved by the public utilities commission. "Incremental cost" has the meaning as defined by the commission.
(B)Subject to division (C) of this section and division (A) of section4927.124of the Revised Code, and except as provided in sections4927.121,4927.122, and4927.123of the Revised Code:
(1)If an incumbent local exchange carrier, within the twelve months prior to September 13, 2010, increased the carrier's rates for basic local exchange service for an exchange area, the incumbent local exchange carrier, during any subsequent twelve-month period, may alter the carrier's rates for basic local exchange service for the exchange area downward by any am
