Any documentation obtained pursuant to an inquiry conducted under section4913.09of the Revised Code, communications described in section4913.152of the Revised Code, or an administrative hearing conducted under section4913.19of the Revised Code shall be treated as confidential until a formal proceeding is commenced under section4913.25of the Revised Code, at which time the parties to the proceeding shall be bound by the rules of the public utilities commission governing discovery in matters pending before it.
