The staff of the public utilities commission shall make a report of each inquiry conducted under section4913.09of the Revised Code available to the underground technical committee, created under section3781.34of the Revised Code. The report shall contain any admission made under section4913.07of the Revised Code by the person who is the subject of the inquiry. This report shall not contain a recommendation as to the imposition of a fine or penalty or as to whether no enforcement action should be taken.
