It is the intent of the general assembly to  preempt any local ordinance, resolution, or other law adopted or  enacted after December 18, 1997, that is limited to the  registration of persons engaged in business as motor vehicle  repair operators in a manner corresponding to the provisions of  this chapter. This chapter does not preempt any local law adopted  or enacted prior to December 18, 1997, for motor vehicle collision  repair operators or the effective date of this amendment for motor vehicle window tint operators, or that may require  registration or licensure as a component of imposing additional  requirements on persons engaged in business as motor vehicle  repair operators or technicians.
