(A)Except as provided in divisions (B) and (C) of this section, a department, agency, or office of this state that issues a license, certificate, registration, or other authorization to a person to practice a trade or profession shall require a person to submit an application for an initial license, certificate, registration, or other authorization issued by the department, agency, or office using any electronic licensing system the department, agency, or office elects to use to receive applications.
(B)A department, agency, or office may adopt a policy to allow a person to apply for an initial license, certificate, registration, or other authorization issued by the department, agency, or office by submitting a paper copy of the application to the department, agency, or office. A depart
