Text
The registrar of motor vehicles shall adopt rules the registrar considers necessary to ensure uniform and orderly operation of sections4519.51to4519.70of the Revised Code, and the clerks of the courts of common pleas shall conform to those rules. The registrar shall receive and file in the registrar's office all information forwarded to the registrar by the clerks under those sections, and the clerks shall maintain in their offices indexes for the certificates of title.
The registrar shall check with the registrar's records all certificates of title received in the registrar's office from the clerks.
If it appears that any certificate of title has been issued improperly, the registrar shall cancel the certificate. Upon the cancellation of any certificate of title
