(A)Except as provided in division (B) of this section, records created, held by, or pertaining to the guaranty association are not public records under section149.43of the Revised Code, are confidential, and are not subject to inspection or disclosure.

(B)Division (A) of this section does not apply to the plan of operation required under section3956.10of the Revised Code, other information required to be filed with the superintendent of insurance under this chapter, and any other documents required to be released under this chapter unless otherwise prohibited from release by law.
