(A)Except as provided in division (B) of this section, during the period beginning on June 29, 2001, and ending on December 31, 2022, the state fire marshal shall not do any of the following:
(1)Issue a license as a manufacturer of fireworks under sections3743.02and3743.03of the Revised Code to a person for a particular fireworks plant unless that person possessed such a license for that fireworks plant immediately prior to June 29, 2001, or pursuant to a transfer authorized under division (D) of this section;
(2)Issue a license as a wholesaler of fireworks under sections3743.15and3743.16of the Revised Code to a person for a particular location unless that person possessed such a license for that location immediately prior to June 29, 2001, or pursuant to a transfer authorized under d
