The director of health may adopt rules for the implementation of sections3727.21and3727.22of the Revised Code, including rules establishing procedures and criteria for the review and evaluation of proposed cooperative agreements under section3727.22of the Revised Code. If rules are adopted, they shall ensure that there is opportunity for public comment during the review and evaluation of proposed cooperative agreements.
