From the effective date of this section until the date that is three years after the effective date of this section , the requirements of this chapter apply only to a hospital that has obtained a license to operate issued under section3722.03of the Revised Code. Beginning on the date that is three years after the effective date of this section , each hospital is subject to the requirements of this chapter.
