The chancellor of higher education shall endeavor to make awards under the choose Ohio first scholarship program such that the aggregate, statewide amount of other institutional, public, and private money pledged to the program in each fiscal year equals at least one hundred per cent of the aggregate amount of the money awarded under the program that year. All students receiving a choose Ohio first scholarship shall be involved in work-based learning through a co-op, internship, experience in a university, college, or private laboratory, or other work-based learning experience. State universities or colleges or nonpublic four-year Ohio institutions of higher education may appeal to the chancellor for a waiver of this requirement in cases where exceptional circumstances make one hundred per
