No state institution of higher education, as   defined in section3345.011of the Revised Code, shall charge a   nonresident student who is a member of the armed forces of the   United States and who is stationed in this state pursuant to   military orders or who is a member of the Ohio national guard, or  who is the spouse or dependent child of such a  student, rates for  tuition and fees that are higher than the rates  charged to an  Ohio resident.
