(A)As used in this section:
(1)"Cost of attendance" has the same meaning as in 20 U.S.C. 1087ll.
(2)"Eligible student" means a student to whom all of the following apply:
(a)The student is a resident of this state under rules adopted by the chancellor of higher education under section3333.31of the Revised Code.
(b)The student has not attained a bachelor's degree from a qualifying institution or an institution of higher education in another state prior to applying for a grant under this section.
(c)The student, while in good standing, disenrolled from a qualifying institution and did not transfer to a qualifying institution or an institution of higher education in another state in the two semesters or eight months immediately following the student's disenrollment. For the purpose
