Any agent's permit issued may be suspended or revoked by the state board of career colleges and schools if the holder of the permit solicits or enrolls students through fraud, deception, or misrepresentation, upon a finding that the permit holder has violated any provision enumerated in division (A)(1), (2), (6), (8), (10), (11), or (13) of section3332.09of the Revised Code, or upon finding that the permit holder is not of good moral character.
Upon receipt of any written complaint from any person, the board shall conduct a preliminary investigation. If after such investigation or if as a result of any investigation conducted under division (A) or (D) of section3332.091of the Revised Code, the board determines it is probable violations were committed, the board shall hold informal confere
