§ 1. Definitions. When used in this article:\n 1. The term "department" means the department of veterans' services.\n 2. The term "state commissioner" means the New York state commissioner\nof veterans' services.\n 3. The term "veteran" means a person who served on active duty in the\nuniformed services of the United States, or in the army national guard,\nair national guard, or service as a commissioned officer in the public\nhealth service, commissioned officer of the national oceanic and\natmospheric administration or environmental sciences services\nadministration, cadet at a United States armed forces service academy,\nand who has been released from such service under other than\ndishonorable conditions.\n 4.
