  § 546. Escort certificates. Application for an escort certificate\nshall be made in the manner and form prescribed by the commissioner.\nThe fee prescribed by law shall be submitted with such application.  The\napplicant shall be a minimum of twenty-one years of age, possess a valid\ndriver's license, furnish such proof of fitness and identity as required\nby the commissioner and submit to and pass a test administered by the\ncommissioner.\n
