§ 2126. Powers of commissioner.
(a)The commissioner shall prescribe\nand provide suitable forms of applications, certificates of title,\nnotices of security interests, and all other notices and forms necessary\nto carry out the provisions of this article.\n (b) The commissioner may:\n (1) Make necessary investigations to procure information required to\ncarry out the provisions of this article; and\n (2) Adopt and enforce reasonable rules and regulations to carry out\nthe provisions of this article; and\n (3) Upon assigning a new identifying number to a vehicle if it has\nnone, or its identifying number is destroyed or obliterated, shall\neither issue a new certificate of title showing the new identifying\nnumber or make an appropriate indorsement on the original certificate.\n
