§ 211. Continuity of authority. The department of motor vehicles shall\nbe deemed to constitute a continuation of the powers and duties of the\nbureau of motor vehicles in the department of taxation and finance and\nnot a new authority for the purpose of succession to the rights, powers\nand duties and obligations hereby assigned to the department.\n
