§ 210. Highway safety powers and duties. The commissioner of motor\nvehicles shall have power to:\n 1. Formulate uniform highway safety programs and coordinate the\nefforts of all interested individuals and agencies engaged in\nsafety-education.\n 2. Conduct a highway safety and driver training program, in\nconjunction with any interested public or private agencies, as an aid to\nthe national defense.\n
