§ 222. Town buildings. Whenever the town board, pursuant to the\nprovisions of this chapter, shall determine to erect, construct, alter\nor remodel any building, said town board shall cause detailed plans,\nspecifications and estimates for such building or buildings to be\nprepared. After such detailed plans, specifications and estimates shall\nhave been finally adopted and approved, said board shall award contracts\nfor the performance of the work to the lowest responsible bidder after\nadvertisement for bids where so required by section one hundred three of\nthe general municipal law.\n
