§ 209-a. Definitions. For the purposes of this article the following\ndefinitions shall apply:\n 1. the term "improvement district" shall include only a sewer,\nwastewater disposal, drainage, water, park, public parking, lighting,\nsnow removal, water supply, sidewalk, refuse and garbage, aquatic growth\ncontrol, or watershed protection improvement district or ambulance\ndistrict in any town, and, in any town bordering upon or containing\nwithin its boundaries any navigable water of this state a public dock or\nbeach erosion control district;\n 2. the term "typical property" shall mean a benefited property having\nan assessed value that approximates the assessed value of the mode of\nthe benefited properties situated in the district or extension that will\nbe required to finance the co
