§ 73-o. Functions, powers and duties of departments and state\nagencies. Nothing contained in this article shall be deemed to derogate\nor detract in any way from the functions, powers or duties prescribed by\nlaw of any department of the state or to interrupt or preclude the\ndirect relationship of any such department or agency with local\nagencies, individuals or corporations for the carrying out of such\nfunctions, powers and duties.\n
