  § 73-m. Contract authority. The department and rural counties are\nhereby empowered to enter into any agreement or contract with any\nprivate or public agencies, corporations or individuals necessary or\nconvenient to carry out the provisions of this article. Funds made\navailable by the department pursuant to this article shall be provided\npursuant to the terms of such contracts.\n
