* § 403. Officers.

1.The commissioner of transportation shall serve\nas the permanent co-chairperson of the council with functional\nresponsibility for agency operations. There shall be a rotating council\nco-chairperson, elected each year in turn by one of the transportation\ncoordinating committees from among its members. The rotation among\ntransportation coordinating committees for this purpose shall be decided\nby the council.\n 2. The New York state department of transportation shall perform\nsecretarial services for the council.\n 3. Each transportation coordinating committee shall elect officers\naccording to its bylaws or operating procedures, except that the New\nYork state department of transportation shall perform secretarial\nservices for each transportation coordinating
