§ 191. Certificate requirement.

1.No person or persons shall engage\nin intrastate transportation as a common carrier of household goods by\nmotor vehicle on any highway in this state, or hold themselves out by\nadvertising or any other means to provide such service, unless there is\nin force with respect to such person a certificate issued by the\ncommissioner.\n 2. Applications for certificates shall be made in writing to the\ncommissioner, be verified under oath, and shall be in such form and\ncontain such information as the commissioner by regulation may require.\nThe commissioner shall provide for publication of a notice of the\napplication to all interested parties.\n
