§ 190. Application of article. This article shall apply to common\ncarriers of property by motor vehicle transporting household goods. The\nprovisions of this article shall not apply to:\n (a) the transportation of household goods by or for the federal, state\nor municipal governments;\n (b) the occasional, casual or reciprocal transportation of household\ngoods by any person not engaged in the transportation of household goods\nas a regular occupation or business;\n (c) the transportation of household goods as defined in paragraph (c)\nof subdivision fifteen of section two of this chapter when such\ntransportation is wholly within a municipality or between contiguous\nmunicipalities or within a commercial zone as defined by the\ncommissioner that is adjacent to and commercially a pa
