§ 155. Issuance of a permanent permit.
1.A permanent permit to\noperate as a contract carrier of passengers may be issued by the\ncommissioner to an applicant with or without a hearing, but upon notice\nto all interested parties, authorizing such applicant to provide\ntransportation as a contract carrier of passengers. The application for\na permanent permit shall be granted if the commissioner finds that:\n (a) the applicant is fit, willing and able to provide the\ntransportation to be authorized by the permit and to comply with this\nchapter and the regulations of the commissioner; and\n (b) the proposed service is or will be consistent with the public\ninterest and the policy declared in section one hundred thirty-seven of\nthis chapter.\n 2.
