§ 152. Certificate and permit requirement.
1.No person or persons\nshall engage in intrastate transportation as a common carrier of\npassengers by motor vehicle on any highway in this state, or hold\nthemselves out by advertising or any other means to provide such\ntransportation, unless there is in force with respect to such person or\npersons a certificate issued by the commissioner.\n 2.
