§ 179-cc. Judicial review. Any state agency action or failure to act\nwith respect to the contract approval process in implementation of a\nprogram under the provisions of this article shall be subject to\njudicial review in an action pursuant to article seventy-eight of the\ncivil practice law and rules brought by a not-for-profit organization\nwhich provides services that would or could assist a state agency in\ncarrying out activities with respect to such program.\n
