§ 179-aa. Advisory committee. There is hereby established a\nnot-for-profit contracting advisory committee. The advisory committee\nshall consist of sixteen members which shall include eight appointed\nmembers, four to be appointed by the governor who shall be\nrepresentatives of not-for-profit organizations providing services in\nthe state, and two each to be appointed by the governor upon\nrecommendation of the temporary president of the senate and speaker of\nthe assembly, and eight ex officio members of the committee, one each\ndesignated from the division of the budget, the department of law, the\noffice of the state comptroller, and the education department. The\ngovernor shall also designate four members from among the following\nagencies: the department of state, the office of children and family\nservices, the office of temporary and disability assistance, the\ndepartment of health, the office of mental hygiene, the office for\npeople with developmental disabilities, and the department of labor. The\ngovernor shall designate an appointee to serve as chair of the\ncommittee. The advisory committee shall meet at least quarterly and upon\nits own initiative may: comment and report on the implementation and\noperation of the not-for-profit short-term revolving loan fund; advise\nthe governor, comptroller and state agencies on the implementation and\noperation of this article; evaluate the benefits of requiring all state\nagencies to use standard contract language and the extent to which\nstandard language may be effectively included in contracts with\nnot-for-profit organizations; review annually the report of the office\nof the state comptroller made pursuant to section one hundred\nseventy-nine-bb of this article; and propose any legislation they deem\nnecessary to improve the fund and this article. The committee shall\nreport to the governor and the legislature with recommendations on\nimproving the contracting procedures with not-for-profit organizations\nwhich receive state funds through the intermediary of municipalities.\nSuch reports shall be due annually not later than December first.\n
