§ 363. Declaration of objects. Medical assistance for needy persons\nis hereby declared to be a matter of public concern and a necessity in\npromoting the public health and welfare and for promoting the state's\ngoal of making available to everyone, regardless of race, age, national\norigin or economic standing, uniform, high-quality medical care. In\nfurtherance of such goal, a comprehensive program of medical assistance\nfor needy persons is hereby established to operate in a manner which\nwill assure a uniform high standard of medical assistance throughout the\nstate.
