§ 600. Construction. This chapter shall be construed liberally to\neffectuate the purposes hereof, and the enumeration of specific powers\nin this chapter shall not operate to restrict the meaning of any general\ngrant of power contained in this chapter or to exclude other powers\ncomprehended in such general grant.\n
