§ 424. Employees at quarter horse race meetings. At least eighty-five\nper centum of the persons employed each day in the operation and conduct\nof pari-mutuel betting at quarter horse race meets licensed pursuant to\nsections two hundred twenty-two through seven hundred five of this\nchapter shall be citizens of the United States of America and residents\nof the state of New York for at least two years immediately prior to the\ncommencement of such employment. Each person, prior to his employment in\nthe operation and conduct of pari-mutuel betting at quarter horse race\nmeets, shall be required to execute and submit to the corporation or\nassociation by which he is employed a duly verified affidavit setting\nforth his qualifications for employment pursuant to the provisions of\nthis se
