§ 8. Commissions of officers. The commission of every officer\nappointed by the governor, or by the governor by and with the consent of\nthe senate, shall be signed by the governor and attested under the seal\nof this state, by the secretary of state, who shall make and record in\nhis office a copy of such commission, and deliver the original to the\nofficer appointed, by a messenger, if the governor shall so direct, and\notherwise, by mail, or as the secretary of state shall deem proper.\nCommissions of notaries public shall be signed by the secretary of\nstate, or by a person or persons in the department of state designated\nby the secretary of state, and shall be sent to the county clerk of the\ncounty in which such notaries public respectively reside.
