§ 16. Summary action. Whenever the commissioner, after investigation,\nis of the opinion that any person is causing, engaging in or maintaining\na condition or activity which in his opinion constitutes danger to the\nhealth of the people, and that it therefore appears to be prejudicial to\nthe interests of the people to delay action for fifteen days until an\nopportunity for a hearing can be provided in accordance with the\nprovisions of section twelve-a of this chapter, the commissioner shall\norder the person, including any state agency or political subdivision\nhaving jurisdiction, by written notice to discontinue such dangerous\ncondition or activity or take certain action immediately or within a\nspecified period of less than fifteen days.
