County mosquito control commission; construction of law.\nNothing in this article shall be construed to alter, amend, modify or\nrepeal any of the provisions of article thirteen of this chapter, or any\nof the provisions of the conservation law except to the extent that the\nprovisions of this article are inconsistent therewith.\n
