§ 220. Construction. This chapter shall be construed liberally to\neffectuate the purposes hereof, and the enumeration of specific powers\nin this chapter shall not operate to restrict the meaning of any general\ngrant of power contained in this chapter or to exclude other powers\ncomprehended in such general grant. In construing this chapter\nconsideration shall be given to its purpose and intent, among others, to\nempower an authority to do any and all things necessary to secure the\nfinancial aid of the United States Housing Authority and the state of\nNew York, or any department, agency or instrumentality of the federal or\nstate government, in the undertaking, planning, construction,\nmaintenance and operation of any project.\n
