§ 5. Director of the authorities budget office. The director of the\nauthorities budget office shall be appointed by the governor, upon the\nadvice and consent of the senate. The director shall hold office for a\nterm of four years beginning on the date of confirmation. The salary of\nthe director shall be established by the governor within the limit of\nfunds available therefor; provided, however, such salary shall be no\nless than the salaries of certain state officers holding the positions\nindicated in paragraph (d) of subdivision one of section one hundred\nsixty-nine of the executive law. The director may be removed by the\ngovernor only after notice and opportunity to be heard, and only for:\n 1. permanent disability;\n 2. inefficiency;\n 3. neglect of duty;\n 4. malfeasance;\
