§ 2676-a. Statement of legislative findings and purpose. The\nlegislature hereby finds and declares as follows:\n 1. The economic well-being of the county and the general welfare of\nits people require adequate, and accessible performing arts centers,\nathletic fields, educational facilities, and residential facilities.\n 2. The preservation and safeguarding of facilities at risk of being\nunderutilized and becoming blighted is a matter of vital importance not\nonly to the residents of the capital district but to all the state's\nresidents and is, therefore, a matter of state concern.\n 3. In order to ensure a healthy economy for such area and to promote\nthe general welfare of its residents, it is necessary to maintain and\nimprove the college of Saint Rose facilities and services in
