§ 3.13 Subpoenas. The issuance and enforcement of a subpoena issued\nby the commissioner shall be governed by the civil practice law and\nrules, except that no employee of the office shall be entitled to\nspecial mileage or fees for the service of such subpoena. The\ncommissioner shall not be required to issue a subpoena if such subpoena\nmay be issued by counsel for the party requesting such subpoena.\n
