§ 21.01 Legislative findings and purpose. The legislature hereby\nfinds that it is in the public interest to register snowmobiles as\nrecreational vehicles for the purpose of enforcement of reasonable\nprovisions concerning their use and control; to encourage the sport of\nsnowmobiling as a family activity; to promote the proper and safe use\nand operation of snowmobiles; to provide an adequate safety educational\nprogram for youthful operators; to limit the operation of snowmobiles\nupon public highways and private property without the consent of the\nowner; to protect and preserve the state's natural resources, including\nits wildlife, wild forests, waters and scenic and wilderness character;\nto reduce the effect on the environment of excess noise; to insure\nprivacy of remote areas;
