§ 20. Verification of complaints. Where a navigation summons has been\nserved by a peace officer, acting pursuant to his special duties, police\nofficer, or traveling navigation inspector, in cases of violations of\nany provision of this chapter or of any ordinance, rule or regulation\nenacted pursuant thereto or pursuant to any other law relating to\nnavigation, any chief, deputy-chief, captain, lieutenant or acting\nlieutenant, sergeant or acting sergeant of a police department, or any\nsheriff, undersheriff, chief deputy, deputy sergeant or deputy in charge\nof navigation maintained by any sheriff in any county to whom the\nservice of the navigation summons is reported, is hereby authorized to\nadminister to such officer or traveling navigation inspector, all\nnecessary oaths in conne
