§ 181. Procurement of federal funds for construction, et cetera. 1.\nThe division of military and naval affairs is hereby designated as the\nagency of the state (a) to take such steps, not inconsistent with law,\nas may be necessary to develop programs for the expenditure of federal\nfunds and to procure the allotment of such funds as may be provided by\nor pursuant to any act of congress for the construction, demolition,\nreconstruction, expansion, conversion, purchase, lease, repair,\nrehabilitation, improvement, equipping, furnishing, maintenance and\noperation of armories, camps, ranges, bases or any building, structure\nor facility for the organized militia, and (b) to execute and administer\nsuch programs and to cooperate with the federal authorities responsible\ntherefor.\n 2.
