§ 181. Procurement of federal funds for construction, et cetera. 1.\nThe division of military and naval affairs is hereby designated as the\nagency of the state (a) to take such steps, not inconsistent with law,\nas may be necessary to develop programs for the expenditure of federal\nfunds and to procure the allotment of such funds as may be provided by\nor pursuant to any act of congress for the construction, demolition,\nreconstruction, expansion, conversion, purchase, lease, repair,\nrehabilitation, improvement, equipping, furnishing, maintenance and\noperation of armories, camps, ranges, bases or any building, structure\nor facility for the organized militia, and (b) to execute and administer\nsuch programs and to cooperate with the federal authorities responsible\ntherefor.\n 2. The adjutant general is hereby authorized and empowered to\nnegotiate for, accept and approve projects, proposals, contracts and\nagreements for the construction, reconstruction, expansion, conversion,\npurchase, lease, repair, rehabilitation, improvement, equipping,\nfurnishing, maintenance and operation, in whole or in part with federal\nfunds, of armories, camps, ranges, bases or any building, structure or\nfacility for the organized militia.\n 3. When federal funds are made available or provided by the United\nStates to the state either directly or by way of reimbursement in whole\nor in part for any moneys expended by the state for the construction,\ndemolition, reconstruction, expansion, conversion, purchase, lease,\nrepair, rehabilitation, improvement, equipping, furnishing, maintenance\nand operation of any armory, camp, range, base, building, structure or\nfacility for the organized militia, the comptroller of the state is\nhereby authorized to receive such funds in behalf of the state.\n
