§ 18. Issue of military property. The adjutant general shall issue\nsuch military property as the governor shall direct. No military\nproperty shall be issued to persons or organizations other than those\nbelonging to the organized militia. Obsolete ordnance property of the\nstate, however, may be issued by the adjutant general, with the approval\nof the governor, to municipalities and to educational, patriotic and\ncharitable organizations under such conditions as may be prescribed by\nregulations issued pursuant to this chapter.\n
