§ 17. Purchase of military property. Under the direction of the\ngovernor, the adjutant general shall authorize the purchase of such\nmilitary property as may be required for the use of the organized\nmilitia. In extreme emergencies, however, the commanding officer of any\nunit of the organized militia may purchase such necessities as are\nrequired for the immediate use and care of his command. A report of\nsuch purchases shall be made forthwith to the adjutant general.\n
