§ 166. Organization, composition and strength of the New York guard.\nNotwithstanding any contrary provision of law, whenever in his judgment\nthe effectiveness of the New York guard will be thereby increased or in\norder to conform the organization of the New York guard to the\norganization of such state military forces as may be prescribed by the\nlaws of the United States and regulations issued thereunder, the\ngovernor may organize, activate, increase, change, divide, consolidate,\ndisband, reactivate or reorganize any unit, headquarters, staff or cadre\nof the New York guard and may prescribe the composition and types of\nunits, the type of organization and the system of drill or instruction\nto be used in training such units; and for such purposes the governor is\nauthorized to fix
