§ 19.19 Personnel of the office.\n (a) The commissioner shall, within the amounts appropriated therefor,\nappoint and remove in accordance with law and applicable rules of the\nstate civil service commission, such officers and employees of the\noffice of alcoholism and substance abuse services, and facility officers\nand employees as are necessary for efficient administration.\n (b) The director of a facility or institute in the office shall have\nprofessional qualifications and experience to be prescribed by the\ncommissioner.\n (c) The use of volunteers by the office shall be encouraged. The\ncommissioner may establish regulations governing such volunteer services\nfor functions of the office.\n (d) Where, and to the extent that, an agreement between the state and\nan employee organ
